What are the evil effects of the caste system and how do these stand in the way of democracy ?

Answer:
There are some special features of the caste system which have their evil effects and which militate against democracy. These include graded inequality, complete isolation, caste-bound occupations, caste-based voting etc. Castes are not equal in their status. There is complete isolation between castes. One caste is bound to only one occupation. In such conditions, Indian society is disorganised and factional. And all these things in the caste system cut at the very roots of democracy. Jilid

According to Dr Ambedkar there are various obstacles in the way of ending the caste system. The first obstacle lies in the system of graded inequality which is the soul of the caste system. People are divided into two classes, higher and lower. The second obstacle is that the Indian society is disabled by unity in action by not being able to know what is its common good. Dr Ambedkar says that education may be solvent in ending the caste system if it is applied to the lower strata of the Indian society.

डॉ. अम्बेडकर के अनुसार जाति प्रथा को समाप्त करने की राह में कई अवरोध हैं। पहला अवरोध क्रमिक असमानता की व्यवस्था में निहित है जो जाति प्रथा की आत्मा है। लोग उच्च एवं निम्न दो वर्गों में बँटे हुए हैं। दूसरा अवरोध यह है कि भारतीय समाज अपने सर्वनिष्ठ हित को समझने में सामूहिक रूप से असमर्थ होने के कारण पंगु बना हुआ है। डॉ. अम्बेडकर कहते हैं कि यदि भारतीय समाज के निम्न स्तर को शिक्षा दी जाये तो यह जाति प्रथा का अंत करने में एक समाधान हो सकती है।

Dr Ambedkar’s observations about the caste system are not so relevant today, as he made these observations about 60-65 years ago. Today, the downtrodden and lower classes are getting better education. They have been provided reservation in government jobs as well as in parliament and legislative assemblies. But, still a lot of people are living a miserable life due to ignorance and poverty. However, the government has made policies for their betterment. But the implementation of these policies should be proper.

Caste System and Democracy in India India has adopted the liberal democratic system which is basically based on equality, liberty and justice. But the reality is quite different. Caste system is prevalent in our country. And caste system is a bane to democracy. Role of caste in elections has two dimensions. One is of the parties and candidates and the second is of the voters. People vote on the basis of caste and religion and do not take the merits of the candidate into consideration. India is the world’s largest democracy but everyday democracy fails. Even today one can’t find a dalit candidate contesting in the non-reserved constitution. To make democracy successful in India we should oppose the caste system.

भारत में जातिप्रथा व लोकतंत्र । भारत ने स्वतंत्र लोकतांत्रिक परम्परा को अपनाया जो कि समानता, स्वतंत्रता तथा न्याय पर आधारित है। लेकिन वास्तविकता बिल्कुल भिन्न है। हमारे देश में जाति प्रथा व्याप्त है। और जाति प्रथा लोकतंत्र के विनाश का कारण है। चुनाव में जाति के दो आयाम होते हैं। एक तो पार्टियों का तथा उम्मीदवारों का तथा दूसरा है मतदाताओं का। लोग जाति तथा धर्म के नाम पर वोट डालते हैं तथा उम्मीदवार के गुणों के बारे में विचार नहीं करते हैं। इसकी बुराई के कारण लोकतंत्र अपने आप में ही एक हँसी का पात्र बन गया है। भारत दुनिया का सबसे बड़ा लोकतंत्र है लेकिन प्रतिदिन लोकतंत्र असफल हो रहा है। आज भी गैरआरक्षित क्षेत्र में किसी भी दलित को चुनाव लड़ते हुए नहीं देखा जा सकता है। भारत में लोकतंत्र को सफल बनाने के लिए हमें जाति प्रथा का विरोध करना चाहिए।

Voting must be Made Mandatory India is the largest democracy of the world but it has many faults. One of which is voting. In India voting is not mandatory. So there are many people who don’t take any interest in casting vote. There may be many reasons behind this factor. But in my view voting must be made mandatory in our country to make democracy a success. Some points in favour the compulsory voting can be as follow :

  1. After the.compulsory voting the victorious candidate will represent a majority of the population, not just the politically motivated individuals who would vote without compulsion.
  2. After introducing the compulsory voting, it will become more difficult for extremist or special interest groups to get themselves into power or to influence mainstream candidates.
  3. Political parties will not have to spend time and money to convince voters for voting.
  4. Compulsory voting would compel the people to be more practical in building a government.

मतदान को अनिवार्य बनाया ही जाना चाहिये भारत विश्व का सबसे बड़ा लोकतंत्र है लेकिन इसकी कुछ कमियाँ हैं। इनमें से एक है मतदान। भारत में मतदान अनिवार्य नहीं है। इसलिए अनेक लोग मतदान करने के लिए नहीं जाते हैं। इसके पीछे कई सारे कारण हो सकते है। लेकिन मेरे विचार से लोकतंत्र को सफल बनाने के लिए मतदान को अनिवार्य बनाया ही जाना चाहिये। अनिवार्य मतदान के पक्ष में कुछ बिन्दु इस प्रकार हो सकते हैं :

  1. अनिवार्य मतदान के पश्चात विजयी उम्मीदवार जनसंख्या के बहुत ही बड़े भाग का प्रतिनिधित्व करेगा केवल राजनीतिक रूप से प्रेरित व्यक्तियों का नहीं जो बगैर किसी अनिवार्यता के मतदान करते हैं।
  2. अनिवार्य मतदान के लागू होने के बाद, चरमपंथियों या विशेष रुचि वाले समूहों के लिए अपने आप को शासन में लाने या मुख्य धारा के प्रत्याशियों को प्रभावित करना कठिन हो जावेगा।
  3. राजनीतिक दलों को मतदाताओं को मत डालने के लिए लुभाने के लिए समय व धन बर्बाद नहीं करना पड़ेगा।

Dr Ambedkar says that when we speak of society, we conceive of it as one by its very nature. The qualites which accompany the unity of society are praiseworthy community of purpose and desire for welfare, loyalty to public ends and mutuality of sympathy and co-operation. But these ideals are not found in Indian society. The Indian society does not consist of individuals. It consists of an innumerable collection of castes which are exclusive in their life and have no common experience to share and have no bond of sympathy.

Indian Society is so embedded in the Caste System that everything is organised on the basis of caste. Enter Indian Society and you can see caste in its glaring form. An Indian cannot eat or marry with an Indian simply because he or she does not belong to his or her caste. An Indian cannot touch an Indian because he or she does not belong to his or her caste. Go and enter politics and you can see caste reflected therein. How does an Indian vote in an election? He votes for a candidate who belongs to his own caste and no other. There is a third characteristic of the Caste System which cuts at the very roots of democracy. It is that one caste is bound to one occupation. Society is no doubt stably organised when each individual is doing that for which he has aptitude by nature in such a way as to be useful to others; and that it is the business of society to discover these aptitudes and progressively to train them for social use. But there is in a man an indefinite plurality of capacities and activities which may characterise an individual. A society to be democratic should open a way to use all the capacities of the individual. Stratification is stunting of the growth of the individual and deliberate stunting is a deliberate denial of democracy. How to put an end to the Caste System? The first obstacle lies in the system of graded inequality which is the soul of the Caste System.

Where people are divided into two classes, higher and lower, it is easier for the lower to combine to fight the higher, for there is no single lower class. The class consists of lower and lowerer. The lower cannot combine with the lowerer. For the lower is afraid that if he succeeds in raising the lowerer, he may well himself lose the high position given to him and his caste.

Passage 3
Can education destroy caste? The answer is ‘Yes’ as well as ‘No’. If education is given as it is today, education can have no effect on caste, it will remain as it will be. The glaring example of it is the Brahmin caste. Cent per cent of it is educated, nay, majority of it is highly educated. Yet not one Brahmin has shown himself to be against caste. In fact an educated person belonging to the higher caste is more interested after his education to retain the Caste System than when he was not educated. For education gives him an additional interest in the retention of the Caste System namely by opening additional opportunity of getting a bigger job.

From this point of view, education is not helpful as a means to dissolve caste. So far is the negative side of education. But education may be solvent if it is applied to the lower strata of the Indian Society. It would raise their spirit of rebellion. In their present state of ignorance they are the supporters of the Caste System. Once their eyes are opened they will be ready to fight the Caste System. The fault of the present policy is that though education is being given on a larger scale, it is not given to the right strata of Indian Society.
