From MA = L/h, a larger L gives a higher MA, meaning less effort (force) is required to drive up the hill. Although the total work done is the same and the distance travelled is more, the force required at any point is much less, making it easier for vehicles and people to climb. A straight vertical road would require a very large force, making it impractical.
