Answer:

The people’s need is at three level — village (local), state and national level. Work is divided among these levels, to ensure efficient management of resources. At every level the powers and responsibilities are shared. In case of a single level of government, there is chances of abuse of power. In a multi-level government system, the outcomes and results will be most effective and inclusive. That is why the three level system of government is required.

1. Local Government: This level deals with community issues like schools, parks, sanitation and local roads. It is closest to the people and understands their needs best.
2. State Government: This level handles larger issues that affect the whole state, like education policies, healthcare, and transportation.
3. National Government: This level deals with issues that affect the entire country, like defence, foreign policy, and national laws.
