Solution:
1000 cannot be made with the numbers in the middle because all the numbers in the middle (except 400) are more than 1000 and no multiple of 400 can give us 1000.
14000 can be made as 14000 = 400 × 35; 15000 can be made as 15000 = 15000 × 1 and also as 15000 = 13000 + 400 × 5; while 16000 can be made as 16000 = 400 × 40.
3000 cannot be made; 5000 cannot be made; 7000 cannot be made; and so on.
