The janapada is formed by the groups or clans of people. The person who led this janapada become raja or ruler. Each janapada or mahajanapadas had an assembly or council called sabha or samiti.The matters of the clan would be discussed here. Most of the members of clan are elders. The sabha can removed the incompetent ruler. But there was not any law. Usually the son of the raja become next raja become the tradition. In some mahajanapadas the raja was selected by sabha or samiti elder people by vote. The function might be called democratic.
